Discussion and summary of the conference - prof. dr hab. Marek Lisiecki

I. The aim of the conference

The world nowadays is not devoid discernible and real threats derived from political or economy tensions, nationalism, ethnic or religious antagonisms. Discrepancy of interests generate dangers of many kinds: military conflicts, terrorist attacks, common or organized crime, acts of hooliganism, information technology infections or bribery. Beside the dangers caused by humans, there is another kind of threat, namely natural cataclysms. The globalization process also results in international threats that quickly become a real danger which destabilize national or local security.
Security, being a state of lack of threats, state of peace, is one of the basic human values. The main task of authorities is to provide security for citizens in a state. Security management is, therefore, a process aiming at reducing the risk of threats.

III. Participants of the conference

• Representatives of: the Police, Border Guards, National Fire Brigade, Civil Defence, Polish Army, Customs Service, Polish Railways – Railway Security Guards, emergency management staff, specialists in defense matters and secret information security, security agencies managers, and detective services;
• Scientists from public and non-public universities, especially lawyers, administrative staff, sociologists, educationalists and criminologists;
• Representatives of national and self-governmental authorities;
• Students.
